The latest numbers extend what?s been? a trend of growth in real estate activity in Mesa County.

It?s a trend Annette Miller fully expects to continue next year. ?I?d like to see more of the same in 2013.?

Miller, senior vice president of Heritage Title Co. in Grand Junction and a long-time observer of the local real estate market, said the number of transactions? and dollar volume of those transactions increased in October compared to the same month last year.

The latest numbers build on gains in sales and dollar volume between 2011 and 2012.

Robert Bray, president of Bray Real Estate in Grand Junction, described 2012 as a ?bumpy road along the bottom,? but one that?s leading to improving conditions. ?2013 could see much better results if we can get the economy a little more healthy,? Bray added.

Miller said 311 real estate transactions worth a combined $52.8 million were reported in Mesa County in October. Compared to the same month last year, transactions increased? 20 percent. Dollar volume increased almost 11 percent even though there were no large transactions worth more than $1 million in October. At this time last year, two transactions worth a total of $6.6 million were reported.

Through the first 10 months of 2012, a total of 2,884 real estate transactions worth a collective $555.7 million were reported in Mesa County, Miller said. Those numbers both constitute a 12.5 percent increase over the same span in 2011.

At the current pace, 2012 remains on track for 3,460 sales worth a total of nearly $667 million. If realized, those numbers would be the highest since 2008, albeit about half of those in 2007.

Bray said increased real estate activity is mostly a function of good buys at lower prices, although historically low interest rates on mortgages have helped as well.

Bray said activity typically slows on a seasonal basis between mid-October and mid-March, although there could be a ?bump? after the uncertainty associated with a presidential election dissipates.

As for 2013, both Miller and Bray said they expect real estate activity to continue to increase, although some factors could affect the market.

Foreclosure activity will continue to play a role as so-called distressed properties continue to come on the market, they said.

Miller said 99 foreclosure filings and 119 sales were reported in Mesa County in October. Compared to the same month last year, filings decreased nearly 7 percent, but sales increased almost 23 percent.

Through the first 10 months of 2012, 1,099 foreclosure filings and 735 sales were reported in Mesa County, Miller said. Compared to the same span last year, filings increased almost 10 percent and sales decreased about 9 percent.

Since filings occur at the beginning of the foreclosure process, they can offer a leading indicator of subsequent sales.

Sales of foreclosed properties as a proportion of overall real estate transactions have declined over the past year, Miller said.

In October, sales of foreclosed properties accounted for slightly more over 23 percent of all transactions. During the same month last year, foreclosure sales constituted nearly 35 percent of transactions, Miller said.

In a good real estate market, the proportion of foreclosed property sales to overall transactions remains below 10 percent, she said.

An increase in interest rates also could affect the market, particularly in terms of refinancing activity, Miller said. However, Bray said he expects interest rates to stay low for another year.

The biggest factor of all affecting the real estate market remains labor conditions, Bray said. While the unemployment rate in Mesa County has dropped seven-tenths of a point over the past year, the latest rate of 8.1 percent remains too high to promote a more robust rebound in real estate, he said.

As economic and labor conditions improve, though, so will the real estate market, he added.

Judge orders 1 Fla. county to extend early voting

ORLANDO, Fla. (AP) ? A judge extended early voting hours in one Florida county Sunday after Democrats sued to allow more time in a presidential battleground state where more than 4 million ballots have already been cast. The move was one of many legal skirmishes in the tight contest between Barack Obama and Mitt Romney to deal with inevitable disputes over balloting.

Some Florida voters had stood in long lines Saturday, the last scheduled day of early voting. The judge ruled on a lawsuit filed late Saturday in Orange County after an early voting site was shut down for several hours. The Winter Park library was evacuated when a suspicious package ? a cooler ? was found outside. It was later detonated by a local bomb squad.

Orange County is part of the state's Interstate 4 corridor, a populous "swing" region that often determines the outcome of close elections.

A spokesman for the state Republican Party said it would not challenge the decision.

The Florida conflict was just the latest to emerge in a presidential race whose winner may be determined by how many people take advantage of early voting. Thirty-four states and the District of Columbia now allow early balloting, including Florida, whose 29 electoral votes make it the largest of the closely fought battlegrounds.

Early voting has been central to the Obama campaign's efforts to win Florida and other swing states. More Democrats than Republicans tend to vote early, and a sizable advantage among early voters in Florida in 2008 helped Obama defeat Republican rival John McCain by 3 points, 51 percent-48 percent.

Early voting in Ohio, this year's most closely-fought swing state, has also been a source of legal wrangling.

A federal appeals court last month reinstated early voting on the last 3 days before Tuesday's election, handing a victory to the Obama campaign. The ruling overturned a state law saying early voting should end on the Friday before the election, making an exception only for voters living overseas and for military personnel, who tend to favor Republican candidates.

The Romney campaign has advocated for early balloting rights of military voters. Former Veterans Affairs Secretary Anthony Principi last month sent letters to officials in four states, including Wisconsin, a presidential battleground, demanding the deadline for receiving ballots from military personnel and overseas voters be extended.

And in Iowa, the Republican National Committee asked election officials to investigate claims of absentee ballot misuse by Democrats.

But Florida's early voting program was the main focus in the campaign's final weekend, with memories of the state's disputed 2000 presidential vote between Democrat Al Gore and Republican George W. Bush still fresh.

Besides the Orange County challenge, Democrats filed a federal lawsuit Sunday seeking more voting time in Broward County and in Palm Beach and Miami-Dade counties, where balloting didn't wrap up until early Sunday morning to accommodate voters still standing in long lines when the polls closed.

The Miami-Dade elections office reopened to accept absentee ballots Sunday after shutting down temporarily.

Deputy Supervisor Christina White said officials closed the location out of concern that their limited personnel and one printer couldn't handle the large crowd who showed up. Voters banged on the front doors and demanded to vote, prompting staff to reopen the office about an hour later.

Palm Beach County began accepting absentee ballots at 9 a.m. Sunday. "I decided to open because we are allowed to do so," said Susan Bucher, supervisor of elections in Palm Beach County.

Broward County allowed voters to pick up absentee ballots Sunday, but only if they made an appointment in advance.

Early voting differs from absentee balloting in Florida. Early voting takes place at multiple sites and uses the same machines as those used on Election Day. Absentee voters must go to the supervisor of elections' office and fill out a mail-in ballot, then hand it to a worker.

At the Winter Park Library site in Orange County, voters were offered provisional ballots, which are reviewed by local canvassing boards before they are counted. Some voters left upon hearing the information, opting to drive to the election supervisor's office and cast an absentee ballot instead.

Union workers strike at Raley's supermarket chain

SAN FRANCISCO (AP) ? Union workers at Raley's supermarket chain, which operates more than 100 stores in California and Nevada, went on strike Sunday after last-ditch efforts to reach a new contract failed.

The strike, which marked the first against Raley's in its 77-year-history, came after all-day talks Saturday. A midnight deadline was extended at the request of a federal mediator, but talks broke down around 2 a.m. Sunday, said Mike Henneberry, a United Food and Commercial Workers Union spokesman.

"The company's position is fairly breathtaking. They really haven't changed much of any of their positions in the 15 months that we've been in talks," Henneberry said.

Union workers were staffing picket lines outside most of the chain's stores by 6 a.m. Sunday, he said.

Raley's spokesman John Segale said that despite the strike and the picket lines all of the company's stores were open Sunday as usual.

"It is unfortunate that after 15 months of talks and nearly 60 negotiation sessions, we were not able to agree on a new contract since it is clearly understood that we must reduce our operating costs to become more competitive against non-union retailers" Segale said.

The two sides have been at odds over a proposed wage freeze, elimination of premium pay for Sunday shifts and health care benefits.

Raley's says it needs to cut costs in the face of a weak economy and competition from nonunionized companies that also sell groceries, such as Wal-Mart Stores Inc.

"We are under some fierce competition and we must reduce our costs to allow us to compete in the future," Segale said.

But union officials say the chain has not agreed to a full audit of its finances, and has been bargaining in bad faith since contract negotiations began.

"They have decided what their position is and they're not going to change that," Henneberry said.

Atlanta police helicopter crash kills 2 officers

ATLANTA (AP) ? A police helicopter flying low over Atlanta on a nighttime search for a missing 9-year-old boy plunged to the ground in a neighborhood of shops and apartments, killing the two officers aboard, authorities said Sunday.

Both officers died on impact in the crash about 10:30 p.m. Saturday, but no one was hurt on the ground, police spokesman Carlos Campos said. The crash occurred in a district near heavily traveled Interstate 20 filled with fast food restaurants, shopping plazas and apartments where utility lines bristle overhead.

The National Transportation Safety Board has investigators at the scene and planned an update later Sunday. The wreckage of the OH-6A helicopter was moved to a secure location as investigators worked to piece together what happened, said Eric M. Weiss, NTSB spokesman.

Records with the Federal Aviation Administration showed the helicopter was a Hughes OH-6A manufactured in 1967. The Hughes has historically been a military workhorse.

A photograph aired on a local TV newscast showed what appeared to be flaming debris in a roadway. The helicopter fell in an area roughly 4 miles west of downtown Atlanta. Power was blacked out to a pharmacy and other nearby businesses, and a utility crew was seen apparently working to restore electricity.

"It appeared to hit the utility wire on the way down," Campos told The Associated Press, citing preliminary information. But he emphasized: "We don't know what caused it" and referred all queries to federal investigators.

Authorities said the helicopter was in the air after police received a report around 9 p.m. Saturday of a 9-year-old boy who had run away from his home after being disciplined by his mother. The boy was found just before 1 a.m., unharmed, and was turned over to his parents.

Bystander Darryl James, 42, told the AP that he had gone with a companion to a check-cashing store Saturday night when he heard the helicopter flying overhead and thought it was rather low.

"The tail end went down and then there was an explosion," James said. He said he tried to get close to the wreckage. "As soon as I got close enough to it, poom! It exploded." He added of the helicopter's occupants: "They could not survive it."

James said people are often waiting at a normally busy bus stop near the crash site, adding, "Thank God nobody was out there."

After the crash, fire trucks and police cars with lights flashing converged on the area, blocking surrounding roads. Police put up yellow crime scene tape and kept bystanders so far back they were unable to see the crash site behind a small rise. The names of the dead were withheld early Sunday while relatives were notified, police said.

Meanwhile, Atlanta's police force was mourning.

"Losing an officer is the most difficult thing a police chief can face," Atlanta Police Chief George Turner said in a news release. "Losing two is an unthinkable tragedy. Our hearts go out to the families of these officers and our thoughts and prayers are with them."

He called it a difficult day for the Atlanta force and "a reminder of their bravery and the sacrifices made by our officers every day."

Police said the helicopter was called in to join the search after police received a report shortly after 9 p.m. of a missing child. Campos said the boy was later found unharmed, but he had no further details on that search.

Kathleen Bergen, a spokeswoman for the Federal Aviation Administration, told AP by email that the FAA was investigating and the National Transportation Safety Board would also be involved, seeking to determine the cause. She didn't know the type of helicopter involved yet.

Atlanta Mayor Kasim Reed also said early Sunday that he was saddened by what he called a "terrible accident."

"We mourn these two brave men and offer our deepest condolences to their families and loved ones," Reed said in a statement.

Early Sunday, about 20 people still watched the investigation hours after the crash near the intersection of Martin Luther King Jr. and Hamilton E. Holmes drives, near I-20.

Rodney Christian, 22, stood by, lamenting the loss of lives.

"It's sad. It's tragic ... for someone to lose their lives trying to find a kid, trying to keep another family together," Christian told the AP. He added that he has a 1-month-old baby at home and was shaken just by the thought of the tragic events.

"It makes me want to rush home and get back to my kid."
